About BIDA

The East Point Business and Industrial Development Authority was created by an amendment to the Constitution of the State of Georgia of 1945 by an Act adopted during the 1975 Session of the General Assembly and ratified in the 1976 general election. Its purpose is to develop and promote trade, commerce, industry, and employment opportunities for the local community.

The EPBIDA has broad powers to accomplish its purpose. The most frequently used power of development authorities is the issuance of tax-exempt and taxable industrial development bonds.

Board of Directors

The Board Members of the Authority Role of the volunteer board members are to develop and promote trade, commerce, industry, and employment opportunities within the City of East Point. The Board consists of nine (9) members that are appointed by the seated City Council members. The appointments are for a term ending concurrently with the expiration of the respective Appointing Council Member’s term of office. Thereafter, each successor shall be appointed for a four-year term and until his or her successor has been newly appointed before City Council. Any member if the authority may be appointed as a successor. Vacancies shall be filled for the unexpired term. Committee was formed by the Georgia law 1975.

The Board meets the 1st Thursday of each month at 6:30 pm at City Hall.

About Me

Stacey Dunson serves as Chairperson of the Business and Industrial Development Authority of East Point, where he provides strategic leadership in advancing the city’s economic development and industrial growth initiatives. With over a decade of professional experience in real estate and community development, Mr. Dunson brings a comprehensive understanding of the intersection between private sector investment and public economic impact.
As CEO of Dunson Real Estate Group LLC, Mr. Dunson leads an organization focused on fostering sustainable community development and organizational growth. His approach emphasizes building strategic partnerships and creating opportunities that generate long-term value for stakeholders and the broader community.
Recognizing the critical need for equitable access to homeownership, Mr. Dunson founded MOCHA (Men of Color Homebuyers Academy), a coaching and preparation program that guides minority men through the homebuying process. This initiative reflects his commitment to breaking down barriers and empowering underserved populations to build generational wealth through property ownership.

Mr. Dunson’s leadership philosophy centers on empowering teams, fostering collaboration, and advancing initiatives that create measurable impact. His dual perspective as both a public sector board leader and private sector entrepreneur enables him to drive sustainable outcomes that align with BIDA’s mission to support economic prosperity and industrial progress throughout East Point.

About Me

Helen Nicole has called the Atlanta region home for more than 20 years and brings a deep appreciation for the City of East Point’s economic potential, cultural diversity, and opportunities for sustainable growth. Originally from New Jersey, she relocated to Atlanta in pursuit of opportunity and quality of life and has built her career, investments, and civic engagement in the region.
A licensed real estate broker with over a decade of full-time experience, Helen has guided hundreds of residential real estate transactions, providing her with deep insight into housing markets, neighborhood dynamics, and the relationship between residential stability and economic vitality. Her professional background also includes a decade in television advertising sales, where she managed and expanded high-value client accounts—experience that informs her strategic, data-driven approach to development and investment initiatives.
Helen currently serves as Vice Chair of the East Point Business & Industrial Development Authority. In this role, she works collaboratively with fellow board members to advance the Authority’s mission of strengthening the local economy, expanding the tax base, and supporting long-term community investment. During her tenure as Vice Chair, the board has been actively involved in launching a down payment assistance program, offered to City of East Point employees, as part of a broader effort to promote homeownership, workforce stability, and residential investment within the city.

As a local property owner and investor, Helen brings a practical understanding of how land use decisions, housing policy, and economic development intersect. She is committed to thoughtful, balanced growth that supports businesses, residents, and the long-term health of the East Point community.

About Me

Beth is a seasoned urban planning and community engagement professional whose career has been defined by transformative work on one of Atlanta’s most ambitious infrastructure and cultural projects—the Atlanta BeltLine. With over 15 years of dedicated service, Beth played a pivotal role in shaping the BeltLine’s evolution, serving in key leadership positions that spanned planning, public engagement, and the arts. Her tenure as Director of Community Engagement showcased her ability to bridge diverse communities, foster inclusive dialogue, and champion sustainable development.
Beth’s expertise lies in translating complex urban initiatives into accessible, actionable strategies that resonate with residents, stakeholders, and policymakers alike. Her written communication skills are sharp and persuasive, evident in the compelling narratives she crafts to support public projects and academic pursuits. She approaches challenges with empathy and pragmatism—whether resolving neighborhood concerns or advocating for humane solutions to urban wildlife issues.
Now pivoting toward academia, Beth is pursuing opportunities as an adjunct professor in economics, where she aims to share her deep knowledge of urban systems, public policy, and community dynamics with the next generation of changemakers. Her interests in mindfulness, cultural exploration, and civic innovation reflect a holistic approach to both personal growth and professional impact.
Beth is not only a thoughtful leader but also a connector—someone who sees the potential in people, places, and ideas, and brings them together to build something lasting.

About Me

Will Callier brings over 15 years of construction management and project leadership experience to the board, delivering complex public and private sector projects. He holds a Master of Business Administration and a Bachelor of Science in Technology with a focus in Construction Management from Bowling Green State University.
Currently serving as a Project Manager at CIM’s Centennial Yards Development, he oversees major development initiatives including the $150 million Mitchell Residential Tower project. His expertise encompasses the full project lifecycle from preconstruction planning through final delivery, with particular strength in budget management, contract administration, and stakeholder coordination.
Throughout his career, he has managed projects ranging from $1.2 million to $500 million, demonstrating ability to scale leadership pproaches across diverse project sizes and complexities. Notable experience includes municipal infrastructure projects such as the City of Toledo’s 10 year, $500 million Water Treatment capital improvements program, where he established comprehensive program controls for budget, schedule, and contract management.
His public sector experience extends to educational facilities, having managed projects for Atlanta Public Schools, Lucas Metropolitan ousing Authority, and various K-12 school construction initiatives.  Mr. Callier’s commitment to sustainable construction practices is evidenced through his work on multiple LEED-certified projects and his expertise in green building technologies.
His technical proficiencies include advanced project management software, cost estimating systems, and construction scheduling platforms. His comprehensive understanding of public procurement processes, regulatory compliance, and community engagement makes him well-suited to contribute meaningfully to municipal governance and infrastructure decision-making.

About Me

Rory Moon is a native Georgian who, along with his husband, resides in East Point. He is a Realtor® with Keller Williams Atlanta Midtown Luxury International. He serves on the Keller Williams Atlanta Midtown Agent Leadership Council, where he collaborates with his peers to shape strategy, drive growth, and enhance service within the brokerage.
Deeply committed to community leadership, Rory has served on the East Point Business, Industrial & Development Authority for the past two years and has been an active board member of the Jefferson Park Neighborhood Association. He has also proudly supported South Fork Conservancy (SFC) as event chair for Creek Rising and now as a board member. Beyond his professional and civic roles, Rory dedicates countless volunteer hours to local charitable organizations across East Point & Atlanta.
Rory’s love for gardening and cooking stems from his childhood on a farm outside the city, where he developed a lifelong appreciation for nature and food. Today, he brings that same grounded perspective and commitment to fostering growth, connection, and legacy in every community he serves.

About Me

Gloria Speed is a business owner and real estate broker at Bingham Realty that operates an office in East Point. Gloria is a part-owner and taxpayer of several properties within the city of East Point and knowledgeable of the community. Our company has been doing business within the city of East Point for over 30 years. As a real estate broker, Gloria has a marketing niche that has grown over the years in property management working with a portfolio of commercial and residential property owners.
Our company provides qualified, reasonably priced certified and licensed contractors that I work with to coordinate any request from tenants for emergency maintenance repairs or routine maintenance repairs regarding servicing owners’ properties. To help avoid costly repairs.
My other marketing niche is working with renters to turn them into first-time homebuyers for over 30 years and have success turning tenants into homeowners. My goal is to develop land that the company owns in south Fulton that qualifies for financing through the US Department of Agriculture (USDA) loan program to help buyers to become homeowners. I enjoy working to turn renters into homebuyers who have experienced difficulties in the past to get qualified to purchase a home.
My experience and knowledge in the construction industry has given me the opportunity to work extensively with construction projects within south Fulton and internationally in the Caribbean.
Gloria is a member of the Atlanta Realtors Association, Georgia Association of Realtors, Institute of Real Estate Management (IREM), Georgia Chapter of the Institute of Real Estate Management (IREM), National Association of Realtors and Georgia Multiple Listing service.
Currently, I hold designations as an Accredited Residential Manager (ARM), Certified Negotiation Expert (CNE), Certified Residential Brokerage Manager (CRB), Certified Residential Specialist (CRS), and Graduate Realtors Institute (GRI).

I am an alumnus of Saint Leo University with a Bachelor of Arts (BA) degree and an alumnus of the University of Phoenix with a Master of Business Administration – Global Management (MBA) degree.
